My first month here has been a learning process. I arrived knowing very little about the NCA and in light of the length of my placement I had to absorb a lot of information very quickly. Arriving during Senior Citizens’ Week made this process a lot easier.
I was apprehensive about the task ahead and I did feel overwhelmed by the amount of work and information I had to get through in such a short time. I realize now that my home situation was affecting my confidence and motivation. Since the move I feel that I have developed a sense of clarity and I feel a lot more settled.
(1) Rights Booklet
(2) Drafting Act
(3) Amending Constitution
(4) Golden Age Customers’ Campaign
(6) Distribution of Legal Review
Progress has been slow moving. I still would like a draft by the end of the month but I am unsure whether I should wait until the Constitution has been amended or at least until the Bill has been submitted.
This was the task that I was least confident about. It is only in the past few days that I have begun to understand what is required. Most of my time has been spent researching existing Acts for Older Persons in other countries and more importantly how to draft an Act.
I had underestimated the importance of the Constitution in relation to the Act. I have had to rearrange my priorities and make this my first task as it shall set the precedent for future laws.
Golden Age Customers’ Campaign
I would probably highlight this as my most successful task to date. I am on target though the banks have not yet replied. I had informed that if I did not hear anything by October 22nd I would chase them so I shall begin the follow up on Monday.
In the past month I have met very many people both formally and informally. Most of the people I have met formally have been those who work with Older Persons and their feedback has been fantastic. The meetings have certainly given me a greater sense of what the key issues are. The general feeling is that healthcare, income security and protection from harm/crime are the main areas that need to be addressed. I have not met with many people in the legal/political field and it is something I would like to work on over the next few weeks.
Distribution of Legal Review:
The aim is to make sure that every Ministry CEO/Director has a copy of the legal review with a list of questions/focus areas. The target date was set for the end of October and after battling with the photocopier and printer I think this shall be achieved.
I would like to achieve the following by the end of November:
(1) Constitution – Amended and submitted
(2) Rights Booklet – Printed and ready for distribution
(3) Amending acts – all recommendations 1st draft
(4) Golden Age Customers’ Campaign – launched
(5) Older Persons’ Act – skeleton/outline
(6) Meeting with Ministers
(7) Meeting lawyers/drafters
